Jakarta – Direktur Center of Economic and Law Studies (Celios) Bhima Yudhistira menilai pemerintah khawatir terhadap gejolak sosial masyarakat di tengah pelaksanaan PPKM Level 4. Dengan pelonggaran yang diberikan pun, dinilai belum mampu mendorong ekonomi masyarakat.
Dengan begitu, Bhima menilai kalau keadaanya menjadi serba sulit bagi pelaku usaha. Pilihannya, buka dengan pendapatan yang sedikit atau tutup sekaligus. Akhirnya dampaknya akan semakin meluas, dan itu akan memengaruhi pada tingkat pertumbuhan ekonomi Indonesia.
Sementara problem awalnya adalah PPKM berisiko ke ekonomi karena kompensasi yang diberikan ke pengusaha maupun bansos masyarakat tidak mencukupi. Akibatnya omzet pelaku usaha makin tertekan. Selama masa PPKM darurat pertama saja, omzet disektor yang sensitif terhadap penurunan mobilitas bisa mencapai 80-90 persen,” katanya ketika dihubungi Liputan6.com, Kamis (29/7/2021).
“Jadi pelaku usaha sudah jatuh tertimpa dua tangga sekaligus yakni rendahnya mobilitas masyarakat belanja diluar rumah dan daya beli masyarakat yang melemah. Meskipun PPKM nya dilonggarkan ke level 3 atau 2 sekalipun, belum tentu omset pedagang naik tinggi karena daya beli masyarakat nya anjlok,” tambahnya.
Selanjutnya, Bhima menekankan pemerintah perlu lebih serius menangani pandemi jika ingin ekonomi segera meningkat baik. Menyangkut pelonggaran pembatasan, ia menilai pemerintah perlu mendengar saran ahli kesehatan.
“Perlu dicatat bahwa masalah ekonomi macet karena pandemi Covid-19. Kalau buru-buru dilonggarkan, kasusnya masih tinggi dan ujungnya tarik rem darurat lagi justru akan blunder,” katanya.

- Manfaatkan pemasaran produk secara online dan promo di media sosial
- Jual aset yang tidak produktif untuk menutup biaya operasional
- Membuat produk dengan strategi downsizing atau menurunkan volume dan kualitas menyesuaikan dengan kondisi daya beli konsumen
Dengan demikian, ia berharap upaya tersebut bisa membantu pelaku usaha ditengah penurunan daya beli masyarakat.
Bhima turut mengomentari peraturan 20 menit batas maksimal pelanggan menghabiskan makanan di tempat makan. Aturan tersebut dipandang akan sulit pengawasan karena sifatnya sebagai pelonggaran.
