Sebagai negara dengan kearifan lokal yang tinggi, mari hidupkan kembali dan tanamkan pengetahuan dan pendekatan modern inovatif menuju negara yang lebih bersih, hijau dan bebas plastik. Ajakan tersebut disampaikan Gubernur saat menjadi Inspektur Upacara Hari Lingkungan Hidup Sedunia Tahun 2023, bertempat di Ruang Pola Kantor Gubernur Jambi, Senin (19/06/2023).
Menteri Lingkungan Hidup dan Kehutanan (LHK) Republik Indonesia Prof. Dr. Ir. Siti Nurbaya, Ms.c dalam sambutan tertulisnya yang dibacakan oleh Gubernur Jambi Al Haris menyampaikan, Peringatan Hari Lingkungan Hidup Sedunia yang diselenggarakan setiap tanggal 5 Juni dimulai ketika Majelis Umum PBB tahun 1972 menetapkan 5 Juni sebagai Hari Lingkungan Hidup Sedunia.
“Pada saat Konferensi Stockholm Program Lingkungan PBB (UNEP) telah mengumumkan Pantai Gading yang menjadi tuan rumah Hari Lingkungan Hidup Sedunia 2023 dengan tema Solusi untuk Polusi Plastik (Solutions to Plastic Pollution),” ucapnya.
Dikatakan Menteri LHK, Polusi plastik adalah ancaman nyata yang berdampak pada setiap komunitas di seluruh dunia. Diproyeksikan oleh UNEP bahwa pada Tahun 2040 akan terdapat 29 juta ton plastik masuk ke ekosistem perairan. Melalui Peringatan Hari Lingkungan Hidup Sedunia 2023, saya menyerukan semua stakeholders, untuk bersama-sama menemukan dan memperjuangkan solusi untuk polusi plastik ini.
“Sesuatu yang bersejarah telah terjadi pada sesi kelima United Nations Environment Assembly (UNEA-5.2) pada 2 Maret 2022 yang bertempat di Nairobi, Kenya. Sebanyak 175 perwakilan dari negara-negara di dunia menyatakan dukungannya terhadap kesepakatan internasional untuk mengakhiri polusi plastik. Resolusi yang diadopsi tersebut disebut sebagai Resolusi Polusi Plastik (Plastic Pollution Resolution) dan secara spesifik membahas soal penanggulangan polusi plastik dalam satu siklus penuh, mulai dari sumbernya sampai ketika berakhir di laut. Diproyeksikan perumusan rancangan perjanjian global yang mengikat secara hukum dengan target rampung di akhir tahun 2024,” katanya.
Dijelaskannya, permasalahan sampah plastik dapat mengakibatkan tiga jenis krisis yang melanda planet kita yaitu perubahan iklim, penurunan keanekaragaman hayati, dan polusi. “Berdasarkan data Sistem Informasi Pengelolaan Sampah Nasional (sipsn.menlhk.go.id) di tahun 2022 Indonesia menghasilkan sekitar 68,5 juta ton sampah dan sekitar 18,5% diantaranya berupa sampah plastik. Kementerian Lingkungan Hidup dan Kehutanan (KLHK) terus mendorong pemerintah daerah untuk memiliki kebijakan dan strategi penanganan sampah mulai dari sumber sampah sampai ke pemrosesan akhir sampah,” jelasnya.
“Pemerintah menargetkan bisa mengurangi sampah sebesar 30% di tahun 2025 dan dapat menangani tumpukan sampah sebelum ada kebijakan ini sebesar 70% pada 2025. KLHK terus mendorong pemerintah daerah untuk memiliki kebijakan dan strategi penanganan sampah mulai dari sumber sampah sampai ke pemrosesan akhir sampah,” sambungnya.
Lebih lanjut, melalui Gubernur Al Haris, Menteri LHK mengemukakan, hingga saat ini kita menuju pengelolaan sampah yang berkelanjutan, praktik ekonomi sirkular. Circular economy atau ekonomi sirkular disini tidak hanya sekedar daur ulang sampah. “Ekonomi sirkular adalah konsep memaksimalkan nilai penggunaan suatu produk dan komponennya secara berulang, sehingga tidak ada sumber daya yang terbuang (resource efficiency),” ujarnya.
Ditambahkannya, dalam konteks pengelolaan sampah, praktik sirkular ekonomi bisa diwujudkan melalui praktik pengurangan sampah, desain ulang, penggunaan kembali, produksi ulang, dan daur ulang secara langsung. Hal ini dicapai melalui transfer teknologi dan penerapan model bisnis baru.
“Ekonomi sirkular pada tingkatan produsen atau badan usaha telah dimulai dengan menerapkan Tanggung Jawab Produsen yang Diperluas atau Extended Producer Responsibility (EPR). Hingga Desember 2022, sebanyak 15 badan usaha telah menerapkan EPR dengan jumlah sampah terkurangi sebesar 1.145,5 ton. Pemerintah juga tengah melakukan pendampingan teknis peta jalan pengurangan sampah pada 353 badan usaha,” tuturnya.
Pada sesi wawancara bersama awak media, Gubernur Al Haris menjelaskan, banyak isu-isu lingkungan yang menjadi catatan mulai dari sungai hingga sampah plastik. “Kalau kita konsentrasi dengan lingkungan hidup banyak isu-isu lingkungan yang menjadi catatan kita dari masalah sungai hingga sampah plastik. Ini menjadi hal yang harus terus kita benahi sama-sama. Ini isu yang hangat saya kira jika sampah ini tidak dimanfaatkan, ini berpotensi berakibat bagi lingkungan, penyakit. Kalau ini dimanfaatkan, ini akan berubah menjadi sesuatu yang akan bernilai, ada kompos, daur ulang dan lain-lain,” ujar Gubernur Al Haris.
Pada kesempatan tersebut, Gubernur Al Haris mengajak bersama-sama menjaga lingkungan dari sampah plastik dan tidak membuang sampah plastik sembarangan yang dapat berakibat tidak baik bagi lingkungan. “Intinya lingkungan hidup tetap sehat terjaga dengan baik dan adanya kesadaran dari masyarakat untuk menjaga lingkungan dengan baik,” kata Gubernur Al Haris.
“Saya mengajak untuk kita terus menggalakkan berbagai langkah untuk mendorong kehidupan yang berkelanjutan secara kondusif agar lingkungan sehat. Mari kita terus menjaga keseimbangan manusia dan alam,” pungkas Gubernur Al Haris.
